Terms of Reference UNFPA PNG Young Ambassador for Awareness of Sexual and Reproductive Health and Gender Equality Organizational Context Adolescents and youth policy, participation and leadership cut through the core of UNFPA’s mandate and are areas in which UNFPA has been and continues to be a pioneer. Sexual and reproductive health and the enjoyment of related human rights is an integral part of young people’s transition into adulthood and decisions about these are closely tied to their education, employment and political participation. As such, UNFPA’s work on youth leadership and participation provides the crucial backbone for its focus on young people across the board. Under the UNFPA Strategy on Adolescents and Youth, youth leadership and participation core activities include consulting with youth, advocating for youth participation at various for, supporting youth advocates, and providing technical and financial support for youth organizations and advocacy. In the last decade, UNFPA has been one of the pioneering agencies in working with young people and has contributed to shaping the youth space in the UN system. Through its Strategic plan 2018-2021, UNFPA leads efforts on youth agency and participation and supports youth networks and organizations in their work on development issues, humanitarian affairs and peace and security The United Nations Population Fund (UNFPA) in Papua New Guinea (PNG) is the United Nations sexual and reproductive health agency with a mission to deliver a world where every pregnancy is wanted, every birth is safe and every young person’s potential is fulfilled. Working with a range of Implementing Partners, UNFPA assists the Government of PNG in achieving three transformative results: Ending unmet need for family planning, ending preventable maternal deaths, and ending gender based violence and harmful practices. UNFPA also focuses on improving the lives of youths and women by advocating for human rights and gender equality and by promoting the understanding of population dynamics and data. Under the direct supervision of the Representative and in collaboration with other Program Leads, the Young Ambassador will advocate for the SRHR needs of young people and their rights, participation and leadership by leveraging existing platforms and creating new ones. The focus will be on leveraging youth-led organizations and networks in PNG to advance an understanding of gender equality and acceptance for young people’s information their sexual and reproductive health and rights and to expand the space and acceptance of a young person’s perspective in the sustainable development of PNG. Purpose of consultancy:

Job Purpose: Working closely with the UNFPA Representative, you will be directly involved in UNFPA’s engagement and support to the young people of PNG, especially those furthest behind. You will advance a platform for young people to ensure their access to information and services related to UNFPA’s mandate.

Scope of work:

The responsibilities include:

Support UNFPA's outreach to young people across PNG to raise awareness about UNFPA's area of work and why it matters to them, their future and the future development of PNG.

Strengthen UNFPA’s partnerships with youth led networks, organisations and movements to ensure their engagement in the development of the new Adolescent and Youth Health Policy

Support the establishment of a Y-peer network in PNG Contribute to advocacy efforts at the national, regional and global levels, as needed, to promote young people’s human rights, priorities and participation in sustainable development, human rights and peace and security, in partnership with young people themselves;

In consultation with the Representative, liaise with the Adolescent and Youth Focal Point at APRO to seek technical guidance and support to inform country programming.

Assist UNFPA to create a repository of SRH, FP, GBV, information/skills dissemination using a virtual platform for young people (including young people with disabilities and LGBTQI) in PNG

Support UNFPA to populate the virtual platform, including by hosting live-streamed events to engage youth in PNG and the South Pacific region on ASRHR issues.

Provide overall support and programmatic guidance in the area of youth participation and leadership to UNFPA

Provide input and technical guidance to UNFPA internal activities to sensitize and raise awareness among UNFPA staff on leadership and participation of young people What UNFPA will offer: As the Young Ambassador by definition may not have work experience, UNFPA will provide training and support in project management, including financial and administrative skills. The Organization will also offer training on communications, media skills and public speaking as needed. In addition, UNFPA will provide access to online courses aimed at building skills on (indicatively) socio-emotional intelligence, negotiation skills, sustainability, gender equality, sexual and reproductive health.

Place where services are to be delivered:

The consultant will be located in CO, Port Moresby. If required, on-site with travel arrangement to Papua New Guinea.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The expected outputs will be:

Contribute substantively to the preparation, development and implementation of a national consultation with youth to inform the new adolescent and youth health policy (under development)

Establishment of a Y-Peer PNG group and identify a sustainable funding source

At least four articles published for the UNFPA website addressing SRHR and gender equality from the perspective of PNG youth

Contribute to the development of a youth-friendly webpage as a repository for fact-checked information about ASRHR hosted on UNFPA’s website

Conduct quarterly live-streamed Facebook events for young people in areas related to UNFPA’s work in PNG such as SRHR, family planning, ending gender-based violence and promoting peace-building efforts.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Share monthly reports and weekly communication meetings on key tasks performed and outputs produced based on agreed / assigned activities.

Supervisory arrangements:

S/he works under the overall guidance of the Representative and under direct supervision of the Communications Specialist.

Expected travel:

The position may demands periodic travels within the country and all other travel approved by management

Inputs / services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable:

IT support and any other systems and tools required to complete the objectives of the assignment including creation of email address;

DSA for official travel, when applicable;

Skills, experience and qualifications required:

First level degree and experience advocating for sexual and reproductive health and rights and /or gender equality Knowledge and Experience:

Experience within the United Nations, in relation to gender equality, human rights and sexual and reproductive health is an asset;

Hands on experience in participating or leading a Youth-led organization or network is an asset;

Knowledge of UNFPA mandate and priority areas;

Demonstrated strong analysis and excellent report writing and editing skills;

Excellent inter-personal and communications skills;

Ability to plan, organize and multi-task;

Be able to manage documents, correspondence and reports;

Remuneration:

Payment shall be made monthly upon completion of the deliverables.
