TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANT

TERMS OF REFERENCE (to be completed by Hiring Office)

Purpose of consultancy:

UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV and AIDS, and every girl and woman is treated with dignity and respect. Advancing gender equality and promoting the empowerment of women is a key programme priority of UNFPA defined in the UNFPA Strategic Plan.

The consultant will support the finalisation of technical guidance materials, IEC materials and other documents. They will design the materials for a public audience ensuring clarity and professional presentation. Key audiences will include service providers and programming partners, Government as well as the broader community. UNFPA will provide key messages and work with the consultant to determine IEC products, design details and delivery timeline according to programmatic priorities. The consultant will work with the UNFPA PNG team under the specific guidance of the Communications Specialist, and in consultation with the Programme team as relevant.

Scope of work:

The work will be conducted in support of the Papua New Guinea (PNG) Office. UNFPA PNG works towards a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. The graphic design will support the finalisation of products across programming areas to support this. This will include technical guidance materials on Youth Resource Centres, Women and Girls Safe Space, GBV Administrative Data and Comprehensive Sexuality Education. However this summer serves as a guide only and may be subject to change depending on demands.

Duration and working schedule:

The total duration of the contract will be for 30 working days, during the period commencing from October to December, 2021.

Payment terms

Payments will be based on the provision of deliverables on the basis of the daily rate and number of days attributed to that deliverable.

Place where services are to be delivered:

Home based consultancy

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Timeline for the competition of deliverables will be finalised with consultant upon recruitment. Work will be delivered electronically to allow for remote working arrangement.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Reporting will be provided to the direct supervisor by way of weekly meetings with the Programme Specialist to ensure deliverables to be provided on time as outlined in the preceding section.

Supervisory arrangements:

The consultant will work under the overall guidance of the Programme Specialist, UNFPA PNG.

Expected travel:

The consultancy is location neutral and will not require travel.

Required expertise, qualifications and competencies, including language requirements:

The position of open to national or international consultants.

Education:

Advanced university degree in international law or related field.

Knowledge and Experience:

Knowledge of graphic design principles and approaches;

Knowledge of GBV, gender and sexual and reproductive health issues, especially in the context of PNG.

Experience working with UNFPA PNG Country Office preferred.

Strong design skills, especially graphic design including for non-text based SBCC

Strong communication skills to ensure clarity and wide intelligibility of IEC across diverse communities

Analytical thinking to help strategize the best application of IEC to advance humanitarian programming and UNFPA’s strategic position in-country.

Languages:

Fluency in oral and written English is essential.

Other Desirable Skills:

Prior experience in Pacific

Prior graphic design experience
