Strengthening the role of Women and Youth as Peace Builders to improve Development in the Highlands of Papua New Guinea – SELF MANAGEMENT CONSULTANT

Purpose of consultancy:

Introduction:

Papua New Guinea is exposed to hazards such as earthquakes, tsunamis, volcanic eruptions, tidal waves, coastal inundation, inland flooding, landslides, cyclones, drought, frost and outbreak of diseases which these are compounded with social and environmental issues of tribal fights, rapid population growth, urbanization, poor land management and ecosystem degradation.

PNG has a long history of tribal clashes though there is no record of the extent of casualties. A recent UN led conflict mapping process to Hela showed that in 5 fights some lasting three months, one lasting 7 years, 134 people have been killed. There are over 100 ongoing conflicts in SHP and Hela. Using these figures, it can be extrapolated that there may have been close to 7000 causalities over the last 5 years or so.

Conflict in the two provinces (Southern Highland and Hela Provinces) has been rising gradually since the 1980s. A key change in recent years is that inter-group fighting now involves the use of high-powered weapons. This has had profound effects on conflict dynamics, increasing the threat levels, lowering the barriers to entry. Access to arms has empowered young men less experienced in combat and without community mandate to act outside of consultation with traditional leaders.

To address above mentioned issue UN Women, UNFPA and IOM developed the proposal entitled “Strengthening the role of Women and Youth as Peace Builders to improve Development in the Highlands of Papua New Guinea”, which was approved by Peace Building Support Office for duration of 18 months and with a total budget of $1.5 million.

The goal of the project is to foster and sustain women and youth inclusive peace-building in the Highlands that will in turn create an enabling environment for longer term development outcomes.

The project will be implemented in two Provinces in the Highlands area of Papua New Guinea, where there is serious and ongoing tribal conflict.

Purpose and Objectives

According to the 2011 Census, PNG has a youth bulge with 58 per cent of its inhabitants being under the age of 25. Being a highly heterogeneous country, millions of young people live in fragile and conflict-affected contexts in PNG.

A growing body of evidence suggests that young people can and do play active and valuable roles as agents of positive and constructive change. Youth-led social and political movements, peacebuilding and violence prevention interventions at the local and national levels, help build more peaceful societies and catalyse more democratic and inclusive governance. The most instrumental recommendations of doing it come from the recently launched Progress Study, ‘The Missing Peace’, in which 4230 youth from all over the world were consulted over a period of two years. Among those who are responsible for its implementation locally and nationally are government officers and community leaders, along with youth themselves. However, for these actors to be able to initiate partnerships for localising Youth, Peace & Security agenda, they need to understand the resolution, access existing youth peacebuilding efforts, recognise opportunities for engagement and have a set of effective youth-centric program design skills.

Given above mentioned explanation and in order to utilize youth capacity to support peace building in communities, a five - day training has been designed to equip youth leaders and community leaders with competencies in order to be able to advocate for peace in their communities.

Scope of work:

Conducting two round of four-day training on Self-Management training targeting 75-90 Government Officers, Community Leaders and Youth from Bougainville, Southern Highlands and Hela Provinces in Papua New Guinea (PNG). This requires the exchange of experiences, programmatic practices and formulation of recommendations for future collaboration and cooperation. Thus the objectives of this program are;

Preparation of workshop materials

Facilitation of the workshop sessions

Training and mentoring of Youth leaders

Duration and working schedule:

It is expected that consultant works 24 days as follow:

Preparation of Materials (4 days)

Facilitation of workshop sessions (16 days)

Reporting and program coordination (4 days)

Place where services are to be delivered:

Southern Highlands Province and Hela

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.)

The 8-day training will be conducted as follow:

Between the month of August and September Mendi (Southern Highlands Province) and Hela

Consultant will submit electronic copy of the report of training one week after completion of training

The consultant will be required to conduct and pre and post evaluation report of the training and part of trainings report within 4 days after the trainings

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Consultant will submit the report of training one week after completion of training.

Supervisory arrangements:

Consultant will be under supervision of GYPI focal point – Steven Paniu

Expected travel:

The Consultant is expected to travel to Southern Highlands and hela Provinces to conduct the training

Required expertise, qualifications and competencies, including language requirements:

University degree in Social Science, development studies, human rights, gender studies, social anthropology or any other relevant field.

Experience in conducting training in the area of regarding Youth, Peace and Security

Minimum 4 to 6 years’ relevant experience in the area of human rights mentoring, gender, youth and/development preferably in PNG.

Knowledge of women, youth rights issues in the context of peace and security, gender equality and SGBV matters

Excellent written and oral skills and fluency in English

Strong analytical skills

Able to work independently with efficiency and competence

Workshop facilitation

Counselling Sessions

Inputs / services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable:

UNFPA PNG Country office will provide technical support to the consultant and will make arrangement for domestic travel(Air ticket,DSA and Hire Car) will be covered by UNFPA, using UN rates as ascribed in the UNFPA travel policy as well and printing and stationary of the workshop.

Other relevant information or special conditions, if any:

Fees will be in accordance with relevant UN scale of fees in PNG, based on qualification in the CV
