Organizational Setting

The Position:

The Logistics & Warehouse Associate will be located at the Central Warehouse, Port Moresby and under the supervision of the International Technical Specialist (FP/MH/RHCS), will work closely with the RH Supply Chain Specialist and Programme Analyst RHCS. S/he will support the management of Reproductive Health commodities at the Badili Central and Area Medical Warehouses, in order to ensure timely and accurate entry of RH Stock data into the National eLMIS for prompt dispatch and distribution of commodities to the Last Mile, including in humanitarian response.

Job Purpose:

The Logistics & Warehouse Associate will be responsible for accurate and up to date RH Commodity data entry into the national eLMIS; and submissions of monthly/quarterly/bi-annual/yearly reporting on RH Stock availability in the country; completed and signed Receipts and Inspection Reports (RIR) and delivery slips; and Last Mile Assurance activities and reports.

Main Tasks & Responsibilities

Programme Supplies Management

Complete all field office pre-shipment coordination activities (e.g., warehouse readiness checks, notifying IPs, obtaining customs clearance documentation, authorizing shipments)

Ensure timely completion of customs clearance procedures; Organization of shipments, customs clearance arrangements, preparation of official documents for UNFPA shipments (received/sent), Preparation of all necessary documentation, implementation of follow-up actions

Coordinate and execute all steps necessary to successfully receive and inspect incoming shipments

Ensure timely pre-clearance and customs clearance of reproductive health commodities from the wharf to delivery points indicated by the implementing partners

Ensure timely receipts, data recording and distribution of RH commodities to the regional area medical stores and health facilities in the country

Supervise and follow up delivery of the commodities and supplies to either UNFPA or IP warehouses; Liaise with shipping agents on vessels and air schedule and coordinate logistics involved in repackaging and shipping of RH commodities; Coordinate distribution of RH commodities and medical equipment with local health authorities e.g., Store Technical Advisors and programme coordinators

Coordinate safe disposal of expired and damaged goods

Serve as country office point of contact for all cases involving inventory write-offs

B.  Data Management, Monitoring and Evaluation:

Ensure accurate entry of RH Stock data into the RH virtual store in mSupply

Submit monthly, quarterly, bi-annual, and yearly reports on stock management to UNFPA and the National Department of Health, including for Last Mile Assurance and commodity review activities.

Initiate and document any communications regarding discrepancies, damages or other issues identified during the receiving and inspection process

Prepare delivery slips and coordinate the preparation of the shipments with the warehouse focal points or managers, as appropriate

Ensure the appropriate delivery documents are promptly completed, signed, and properly filed

Support the process of warehouse assessment, spot checks and audit of programme supplies. 

In collaboration with Operations staff, regularly monitor and report on the use of supplies, equipment and other resources procured for the government and non-government implementing partners.

Any other relevant activities/responsibilities as assigned by the Supervisor, and senior Management.

Qualifications and Experience

Qualifications and Experience

Education: 

First level degree in Pharmacy, Health Systems Management, Supply Chain Management, or a related social science field.

Knowledge and Experience:

Minimum of seven years’ work experience in Pharmacy, Logistics management, or a similar field of modern office procedures or general office management is required.

 

Prior working experience in Reproductive Health Commodity Supply Chain is an asset. 

Experience using office software packages and web-based management systems.

Good communication and report writing skills

Previous work experience with the UN/UNFPA is desirable.

Languages:

Fluency in English is required and knowledge of Tok Pisin is desireable.
