National Population Policy (NPP) 2015-2024 Mid-term Review

Purpose of consultancy:

Introduction:

The National Population Policy (NPP) 2015-2024 Volume I – Policy Statement is a key national government policy formulated to coordinate population interventions in Papua New Guinea. It was formulated and launched in 2015 under the previous O’Neil-Dion Government through the then Minister for National Planning and Monitoring, Hon. Charles Abel, MP. This policy was launched at a time when the detailed analysis of the 2011 National Population and Housing Census was not yet undertaken to produce the fertility, mortality and migration data which is the basis for formulating a robust population policy. The National Statistical Office (NSO) at the time did not have the technical capacity to be able to produce the fertility, mortality and migration rates via quantitative methods of demographic analysis.

Thus, due to the push by the prevailing government to produce the NPP, primarily because it had elevated population as a significant development variable, it directed for the DNPM to produce the NPP despite the lack of demographic data. As such, the National Population Council (NPC), which is the highest decision making body on population and development in PNG, endorsed the first NPP to be produced with national level programme activities suitable for implementation by national agencies in health, education, community development, urbanization, agriculture, labour and employment, statistics, environment and others (see NPP Volume I – Policy Statement).

The current NPP 2015-2024 Volume I – Policy Statement has been in existence since its endorsement by the National Population Council (NPC) and the National Executive Council (NEC) in 2015. The NPP 2015-2024 review is urgently needed to re-strategize the GoPNG’s commitment to the National Conference on Population and Development (ICPD) which the NPP 2015-2024 is soundly based upon and succeeding global agendas such as the Sustainable Development Goals (SDGs). Population and development and integrated planning are necessary to address human poverty, improve socio-economic outcomes, enhance environmental sustainability and promote equality and inclusion in development.

Rationale

The national consultant would be primarily responsible for the NPP Review which is to produce the NPP Mid-term Review Report

The report will incorporate recommendations from the Mid-term Review Workshop. The report shall be used into the thorough review of the NPP 2015-2024 which shall be prepared with assistance of the International Technical Advisor,

Scope of work:

DUTIES AND RESPONSIBILITIES

National Consultant:

Conduct stakeholder consultations with the DNPM via organized workshops in collecting information, and data on the review of the NPP Volume I and NPP Volume II which may relate to the coordination, implementation and monitoring/evaluation of the policy;

Conduct the direct consultations through meetings, interviews and questionnaires to solicit review information from stakeholders;

Collaborate with the DNPM in providing analysis of data and information to produce the Mid-term Review Report;

Providing monthly Report to the DNPM and UNFPA team and the National Population Council (NPC), the highest decision-making body on population planning and development in the country;

Provide regular updates to senior officers and also senior management at the Assistant Secretary, First Assistant Secretary, Deputy Secretary and Secretary Level as and when required;

Work with the Mid-term Review editor to be engaged separately by the UNFPA to review the final report that shall be published after the review exercise;

To propose the best methods necessary to collect data, information and other complementary information in the finalization of the report within the required timeframe;

To provide presentations to the DNPM, stakeholders and other audiences as and when required;

To provide research to obtain new data, information and sources for the NPP Mid-term Review Report;

To contribute to the DNPM’s national database on the Medium-Term Development Plan (MTDP) and Sustainable Development Goals (SDGs); and

Write and finalize the Report for the Mid-Term Review of the NPP 2015-2024 at a draft ready for submission to TAC, NPC, CACC and NEC together with parliamentary statement/presentations.

Duration and working schedule:

The NPP Mid-term Review will be undertaken within a timeframe of 4 months. The mid-term review will comprise of the Mid-term Review Report which go hand in hand in completing the NPP by incorporating recommendations of the NPP Mid-term Review Report.

There will be an initial meeting to be convened with the National Population Council (NPC) to report on the mid-term review exercise.

A validation workshop each for the final Mid-term Review Report and the NPP shall also be convened, and also a final NPC meeting to endorse both the NPP Mid-term Review Report and the NPP document.

The work programme and deliverables via a schedule is will be shared for the National Consultant and the International Technical Advisor, which follows the overall 4-months work programme of the DNPM in completing the review of the NPP 2015-2024.

Place where services are to be delivered:

There will be workspace allocated for the National Consultant within the DNPM to use within the NPP Mid-term Review drafting and finalization period. Internet and IT support shall be provided to the consultants within the office.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The Consultant’s works and progress will be monitored against the deliverables and deadlines as mentioned in the above table.

Payments to the Consultant will be based on the payment schedule as indicated in the deliverable table above.

Supervisory arrangements:

The national consultants shall be reporting daily to the Assistant Secretary which the NPP 2015-2024 comes under as well as the First Assistant Secretary, Policy and Budgets Division of the DNPM. They will be closely working with assigned officers and other staff as delegated in the delivery and support of their work. The Consultant will also provide update to UNFPA team ( Assistant Representative, CTA Census and Deputy Representative)

Expected travel:

Required expertise, qualifications and competencies, including language requirements:

Required expertise, qualifications

Master’s degree in Population Studies, Masters in Demography or Masters in other relevant fields in Social Sciences, Economics, Development or Sustainable Development;

Over 10 years work experience in programming, development and policy design, planning in the fields of population, demography, development, sustainable development;

A minimum of 5 years of relevant experience in project management, coordination with multi stakeholders or/and the public sector planning, monitoring and data analysis;

Knowledge of the Agenda 2030 and the Sustainable Development Goals;

Knowledge in working with UN systems in regard to population or International Conference on Population and Development;

Previous experience working or/and knowledge in Papua New Guinea or/and the Pacific region an asset

Competencies

Strong interpersonal and communication skills;

Strong analytical, reporting and writing abilities skills;

Openness to change and ability to receive/integrate feedback;

Ability to plan, organize, implement and report on work;

Ability to work under pressure and tight deadlines;

Proficiency in the use of office IT applications and internet in conducting research;
