Purpose of consultancy:

Papua New Guinea is a country with a high total fertility rate and a resultant growing working-age population. About 60 percent of the PNG population is below 25 years old. It has a high maternal mortality ratio of 171 per 100,000 live births which is among the highest in the world. It has a low contraceptive prevalence rate of 24.1 per cent, a high unmet need for family planning at 30 per cent, low coverage of skilled birth attendance and a high HIV epidemic prevalence at 0.8 per cent.

PNG has one of the highest rates of gender-based violence in the world. About 63.9 percent of women in PNG have experienced physical, sexual or emotional violence by their spouse (PNG DHS 2016). About 57 per cent of these women were injured due to spousal violence. COVID-19 is making a bad situation worse. Increasing community tensions due to COVID-19 related mistrust and fear have also been highlighted as possible risk factors for elevated rates of sorcery-related violence.

UNFPA has been operating in PNG since 1996. The support that the UNFPA PNG Country Office (CO) provides to the Government of PNG under the framework of the 6th Country Programme (CP) 2018-22 builds on national development needs and priorities articulated in the country Vision 2050 and PNG midterm Development plans (MTDP 3, The National Health Plan 2011-20, PNG National strategy to Prevent and respond to GBV 2016-2025, Papua New Guinea's National Strategy for Responsible Sustainable Development (StaRs), the National Population Policy 2015 - 2024 and Alotau accord 2 and 3 (2018-22)

In 2021, the UNFPA Papua New Guinea Country Office is planning to conduct an independent Country Program Evaluation (CPE) of the UNFPA 6th Country Program of Assistance to the Government of Papua New Guinea from 2018-2022. This evaluation will serve the following purposes: 1) Demonstrate accountability to stakeholders on the contribution of the 6th CP to agreed results, 2) generate evidence and lessons to support evidence based programming in UNFPA, and 3) provide necessary evidence to design UNFPA’s 7th CP. The evaluation results will also feed into the evaluation of the United Nations Sustainable Development Cooperation Framework in Papua New Guinea.

The primary users of CPE will be decision-makers in UNFPA CO, regional and global units, Executive Board and counterparts in the Government of Papua New Guinea. Additionally, partners, donors (Australia, the European Union), civil society, private sector, and other UN agencies (e.g. United Nations Development Program (UNDP), United Nations Children’s Fund (UNICEF), UN WOMEN, UNAIDS, World Health Organization WHO) are intended audience for the evaluation results.

Hence, the services of an independent consultant who will be performing the role of the Evaluation Team Member and technical expertise in the area of Gender Equity and Women empowerment inclusive of GBV and Harmful practise.

The gender equality and women’s empowerment expert will provide expertise on the human rights of women and girls, especially sexual and reproductive rights, including on GBV and harmful practices, responses to this violence as well as social norm change for the prevention of GBV and the empowerment of women and girls, including through the engagement of men and boys. S/he will contribute to the methodological design of the evaluation and take part in the data collection and analysis work, with overall responsibility of contributions to the evaluation deliverables in her/his thematic area of expertise. S/he will provide substantive inputs throughout the evaluation process by contributing to the development of the evaluation methodology, evaluation work plan and agenda for the field phase, participating in meetings with the Evaluation Manager, UNFPA Papua New Guinea CO staff and the ERG. S/he will undertake a document review and conduct interviews and group discussions with stakeholders, as agreed with the evaluation team leader.

Scope of work:

With the overall guidance of the Country Representative, Acting Deputy Representative and the Assistant Representative, the Consultant will:

With guidance of the team leader provide technical input to the Gender Equity and Women Empowerment including GBV component of the inception report and provide support to the preparation the inception report, drafts and final version of the CPE;

Gather and analyse information on the GEWE including GBV and social norm change accurately and timely data/information as inputs to the form the CPD for the CPE.

Support in holding a consultative workshop/meeting on the CPE with key stakeholders including Government.

Support in Draft presentation, meeting/workshop materials, action points/minutes of the meeting, and prepare the draft report (outcome) of the follow-up consultation;

Support the Team lead in arrange for the review of the initial draft inputs;

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The Consultant will report to the Team lead consultant and will liaise closely with CPE focal point

Supervisory arrangements:

The Consultant will report to the Team lead consultant and will liaise closely with CPE focal point (Assistant Representative) and in the absence of the Assistant Representative, to the Deputy Representative.

Expected travel:

Field site visits is required

Required expertise, qualifications and competencies, including language requirements:

Qualifications

The competencies, skills and experience of the gender equality and women’s empowerment expert should include:

Master’s degree in women/gender studies, human rights law, social sciences, development studies or a related field.

5-7 years of experience in conducting evaluations, reviews, assessments, research studies or M&E work in the field of international development, including in humanitarian contexts.

Substantive knowledge on gender equality, social norm changes and the empowerment of women and girls, GBV and other harmful practices, such as early, child and forced marriage, and issues surrounding masculinity, gender relationships and sexuality.

Good knowledge of humanitarian strategies, policies, frameworks and international humanitarian law and humanitarian principles, as well as the international humanitarian architecture and coordination mechanisms.

Good knowledge of humanitarian strategies, policies, frameworks and international humanitarian law and humanitarian principles, as well as the international humanitarian architecture and coordination mechanisms.

Ability to ensure ethics and integrity of the evaluation process, including confidentiality and the principle of do no harm.

Ability to consistently integrate human rights and gender perspectives, disability inclusion in all phases of the evaluation process.

Solid knowledge of evaluation approaches and methodology and demonstrated ability to apply both qualitative and quantitative data collection methods.

Excellent analytical and problem-solving skills.

Experience working with a multidisciplinary team of experts.

Excellent interpersonal and communication skills (written and spoken).

Work experience in/good knowledge of the national development context of Papua New Guinea.

Familiarity with UNFPA or other United Nations organizations’ mandates and activities will be an advantage.

Fluent in written and spoken English and Pidgin

Other Skills:

High level of proficiency in Microsoft Office (MS Word, Excel, and MS PowerPoint) is required.
