Purpose of consultancy:

UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV and AIDS, and every girl and woman is treated with dignity and respect.  Advancing gender equality and promoting the empowerment of women is a key programme priority of UNFPA defined in the UNFPA Strategic Plan. 

 

The consultant will lead the development of an SRH and GBV in emergencies IEC package to support strengthened humanitarian programming, including in the context of the current COVID-19 crisis. The consultant will work on a range of IEC products that deliver key messages on SRH and GBV in emergencies which will be integrated into current COVID-19 humanitarian response.  

 

The IEC materials will include a specific focus on supporting GBV risk mitigation through Dignity Kit distribution, survivor-centred response and referrals and hygiene menstrual health management. Key audiences will include women and girls in emergencies, specialised service providers and front-line responders as well as the broader community. UNFPA will provide key messages and work with the consultant to determine IEC products, design details and delivery timeline according to programmatic priorities. The IEC materials will be designed to ensure clear communication with all women and girls, including women and girls with a disability, those who are unable to read proficiently and across diverse cultural and linguistic communities. 

 

The consultant will work with the UNFPA PNG team under the specific guidance of the Communications Specialist, and in consultation with Humanitarian/SRH/GBV Specialists as relevant. 

Scope of work:

The work will be conducted in support of the Papua New Guinea (PNG) Office. UNFPA PNG supports humanitarian programming in SRHR and GBV to advance the rights, and protect and health and wellbeing of women and girls in emergencies. The below work plan serves as a guide only and may be subject to change depending on demands. 

 

The consultant will assist UNFPA PNG to develop a package of IEC materials with key messages supporting GBV risk mitigation and response and promote positive SRHR practices in emergencies, including tailored to the current COVID-19 crises.  

 

In delivery upon this, the consultant will develop: 

 

  1. Draft IEC materials/products incorporating UNFPA key messages as per UNFPA guidance;
  2. Seek feedback from UNFPA staff/technical specialists and pre-test dummies as relevant; 
  3. Consolidate feedback and finalise IEC materials. 

 

Duration and working schedule:

The total duration of the contract will be for 17 working days, during the period commencing from 12 October 2020 to 31 December 2020. 

 

Payments will be based on the provision of deliverables on the basis of the daily rate and number of days attributed to that deliverable.

IEC Package

Pictorial based tips on the reduction of COVID-19 and GBV risk mitigation and response tips including service provision information. (eg. hotline number) for women and girls. To be included in Dignity Kits. 

 

 

IEC package 

 

2 days 

Pictorial guidance on the importance of seeking medical care within 72 hours of experiencing sexual assault or rape. To be used as posters and other materials in FSCs and other service providers on the referral pathway.  

IEC package

5 days

Adopt the messages for radio and TV spots by integrating the above comprehensive messages, which also can be viewed in waiting areas at service providers’ facilities as well as on UNFPA website and social media platforms.

 

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Reporting will be provided to direct supervisor by way of weekly meetings with the Communications Specialist to ensure deliverables to be provided on time as outlined in the preceding section. 

Supervisory arrangements: 

The international consultant will work under the overall guidance of the Communications Specialist, UNFPA PNG. 

Expected travel:

The consultancy is location neutral and will not require travel.

 

Required expertise, qualifications and competencies, including language requirements:

Education:  

 

Advanced university degree in international law or related field.

 

Knowledge and Experience: 

 

  • Knowledge of graphic design principles and approaches;
  • Knowledge of GBVgender and sexual and reproductive health issues, especially in the context of PNG.

Languages: 

 

    • Fluency in oral and written English is essential.

    • Prior experience in Pacific
    • Prior graphic design experience

Contractual arrangements and supervision

The consultant will be hired under UNFPA’s terms of contract and managed by solely for the purpose of delivering the above outputs.

UNFPA shall provide the necessary support to the consultant in order to execute the assignment during the duration of the consultancy. 

 

Remuneration

Payment shall be made in three instalments:

  • 20% upon delivery of the concept and logistics plan;
  • 20% upon submission of acceptable draft videos;
  • 60% – the final payment – upon submission of the final outputs, incorporating suggestions and recommendations from UNFPA.

Submission of technical and financial proposals

PART A: Technical 

  1. Proposal: letter of interest, stating why you consider yourself suitable for the assignment. Briefly include your interpretation of the assignment and creative ideas for project execution;
  2. CV, portfolio and/or website highlighting past experience. This should include all relevant published work;
  3. Names and contact details of at least two professional references.

PART B: Financial

  • Financial proposal indicating an all-inclusive daily rate and a breakdown of anticipated expenses (unit price together with any other expenses) related to the assignment.
