Purpose of consultancy:

UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV and AIDS, and every girl and woman is treated with dignity and respect. Advancing gender equality and promoting the empowerment of women is a key programme priority of UNFPA defined in the UNFPA Strategic Plan.

The EU-UN Spotlight Initiative is a global, multi-year partnership between the European Union and the United Nations to eliminate all forms of violence against women and girls by 2030. The EU-UN Spotlight Initiative in the Pacific prioritises a focus on addressing and preventing Intimate Partner Violence (IPV) as a leading form of violence against women and girls in the region. The Spotlight Initiative aims to drive transformation through work across six pillars: laws and policies; strengthening institutions; prevention of violence and social norm change; delivery of quality services; gender based violence (GBV) data availability and capacities; and supporting the women’s movement and civil society.

As part of the EU-UN Spotlight Initiative, UNFPA PNG is working with the National Department of Education and international and national non-government partners to strengthen Comprehensive Sexuality Education. UNFPA seeks a technical specialist to support this work.

Scope of work:

(Description of services, activities, or outputs)

The work will be conducted in support of the Papua New Guinea Country Office (CO).

The consultant will support the PNG CO to:

Review the draft CSE pre and in-service years 9-12 teachers learning resource for alignment with international CSE standards as well as relevance revised national curricula (5 days);

Lead finalisation of learning resource in coordination with the National Department of Education, I/NGO and CSO partners and other stakeholders as relevant (15 days);

Participate in and support where relevant consultations with key stakeholders in the finalisation of aforementioned products as well as on CSE more generally (eg. quarterly CSE Technical Working Group meeting) (7 days);

Provide technical leadership in CSE across UNFPA programming.

It is expected that the consultant will work closely with UNFPA CO and implementing partners for the development and finalisation of technical materials.

It is anticipated that the consultant will be required for 45 days, however the suggested timeline and days will be finalised in consultation with the preferred candidate.

Duration and working schedule:

The contract will cover the period 45 days from October to December, 2021.

Payments are calculated on the basis of a daily rate.

Place where services are to be delivered:

Services may be delivered either country or remotely.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The consultant will be supervised by the Programme Specialist and work closely with other programme, communications and operations staff. The Programme Specialist will oversee the development and monitoring of the delivery schedule and deadlines. Work will be delivered electronically. UNFPA reserves the right to amend deliverables and contract timeline in consultation and agreement with the consultant subject to changing priorities.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Reporting will be provided to the Programme Specialist, as the direct supervisor by way of weekly meetings.

Supervisory arrangements:

The consultant will work under the overall guidance of the Programme Specialist, UNFPA PNG.

Expected travel:

Services will be delivered either in-person or remotely to the PNG Country Office. No travel is anticipated.

Required expertise, qualifications and competencies, including language requirements:

The position is open to national or international consultants. The selection will be based on the following qualifications and competencies:

Education:

Advanced university degree in gender, public health, international development or related field.

Knowledge and Experience:

At least five years working in the field of Public Health or related field;

Technical expertise in Comprehensive Sexuality Education with a strong grounding in sexual and reproductive health and rights;

Experience developing CSE or CSE-related curricula, technical and training materials as well as leading training;

Experience working with and providing technical support to Government and Non-Government partners in a way that supports positive relationship management;

Experience working in the Pacific, and in particular PNG on related fields is strongly preferred.

iii) Required Skillset:

Advanced skills in communication. Exceptional capacity to communicate concepts and ideas in clear, concise and non-technical language both verbally and in written form;

Ability to produce written technical materials to a high quality under tight deadlines;

Strong interpersonal skills including for effective relationship management;

Analytical thinking to support strategising in the advancement of UNFPA’s position in-country.

Languages:

Fluency in oral and written English is required.

Other Desirable Skills:

Prior experience in Pacific.
